Andy Parr

Andy has spent fifteen years inside Medicare fee-for-service claims processing, beginning in 2009 executing user acceptance tests against FISS on a MAC J1 contract and working up through the systems that pay Part A claims. He has served as subject matter expert on Coordination of Benefits, Benefit Recovery, and Medicare Secondary Payer systems, drafted requirements for the HITECH National Level Repository, and contributed to the drafting of the CMS Requirements Writers Guide in 2013. More recently he led the Pricing and Coding Services team on the CMS Medicare Payment System Modernization program, owning integration between legacy and modern claims systems.

On the AWS cloud enterprise migration for the Medicare Secondary Payer Systems Contract, Andy served as testing lead, building a regression and performance automation framework from scratch with a team of four across UFT, LoadRunner, and Selenium. The assignment was not only to confirm the migrated system worked, but to measure whether the move was worth making — and to produce the metrics and the report behind that answer.

A dozen years on the mainframe and a decade architecting in the cloud overlap rather than follow one another; modernization means standing in both at once. Prior teams have called him a full-stack product manager, which is roughly right — he sets the architecture, owns the product, and stays close enough to the code to know it is correct.
